How can I follow someone else's followers on Twitter based on their location?

This isn't something I could do by hand as there are ~15,000 followers.

The reason I want to mass follow students at my location is to alert them to my service. I know there are other ways of doing this but they can take months and with an upcoming event the sooner the better.

Is there an app that can do this?

15,000 followers to whom ? Mass following is not allowed. Please describe in detail the goal you intend to reach. –  phwd Jan 2 '11 at 1:12
    
This is my first question here and I'd appreciate if you didn't downvote it since its very clear..The reason I want to mass follow students atmy location is to alert them to my service. You wouldn't be able to do it by hand, even. The system won't let you follow 15k people in a short period of time, you'll just get your account flagged for spam. –  Andrew Maiman Sep 18 '11 at 18:38

Locafollow also lets you find users at the same location, but then as you said, there's no cross reference with your followers.

I wonder if a service like NearbyTweets is what you're looking for - It shows a stream of users tweeting from a location you specify. Once you hover over the username, click FOLLOW in the popup to follow that person.

Naturally, there's no quick "mass follow" option, unfortunately.

Searching a bit more, I came across Tweet Adder, which is a separate app and not freeware. Can't vouch for it, but its features do include location based search and follow.

You can also try Twitter's advanced search where location search is available as an option.

All the options you mention allow for location search, but do any allow for me to cross-ref a location with a given user's followers? –  babonk Jan 2 '11 at 19:11
