If I have data and I want to represent that data in different forms (one of them being shown in the picture below), what would be the best application to do that? Is there a web application I can use for this? Or are there any open source software or tools?

IBM Many Eyes might work for this.

Many Eyes allows pure data in either text or table format to be uploaded and processed into multiple visualization formats.
