What is a good web app for questions and answers, with a mobile API?

Question

I'm working with a team on an educational iPhone app, and one of the proposed features is to have a "ask a question" button, which will let mobile users post a question to an online site. A group of volunteers would monitor the website and answer questions.

Is there a good, preferably free, web application that would provide this? I would love something like to license Stack Exchange for this, but the topic of the app is not widely popular enough to get approved as a public Stack Exchange site.

if you havn't already you should check out a site/service called Vark, http://vark.com/

• It is free
• It will determine the topic, or you can set the topic, and it will autofind people answer it
• you can ask question via AIM, which might be of value for integration/automation to your app
