Is there a photo gallery app that will track how long (on average) users spend looking at each particular photo before skipping to the next one? Preferably something with a large user base like Flickr.

Alternatively, is there a web app that simply tracks the time and reports it to me in some format I could programmatically accept?

If you don't need to associate with a specific username, then I'd recommend using a tool like Gallery: http://gallery.menalto.com/ and then adding an analytics tool to it like google analytics. This will then show you the average time users spend on specific photos.
