I frequently need to get work done in places where I have no connectivity, so I need a local, out of browser application (meaning, still functions when there is no internet connectivity, but syncs when it can) to integrate with Google Calendars and Tasks for reminders. I'm not finding any such thing on the desktop. Any suggestions?

You can use Google Gears to access content offline. See this help page for details. Before trying it, read about browser support. We are in an interim space right now where the newest browsers aren't supported. The reason is that Google is switching from their own format to the more general/supported HTML 5 format. Later in the summer, the most current browsers will support offline access via HTML 5 which will likely be easier to user/more seamless. |

Microsoft outlook is there for you. It is can be very well integrated to any online calendars, no browser compatibility issues. But it is not free. |

Thunderbird with the Lightning add-on (or just the Sunbird app) with the Provider for Google Calendar add-on will give you a desktop client to Google calendar. Unfortunately, Tasks is a bit more problematic as it's not very mature however there is an API available. |
