Gmail does not seem to be saving the chat history of a few gmail.com contacts, but I have bunch of other contacts with history recorded absolutely normal.

I have found this out trying to refresh some topics of our conversation while using a different computer without Psi history. I opened Gmail/Gchat and was quite amazed it just didn't go on the record ever — not a single chat logged.

Why is it that only some of my chat contacts are saved with history but others are not?

Either participant in a chat can request that the chat be "off the record", or not logged. This does not require the other participant to agree. If someone you are chatting with sets the chat to "off the record", there is nothing you can do other than find out why that person doesn't want the conversation logged, and convince them otherwise.

Looks like I know the answer. I found this through Google Talk WEB-interface — when opening chat window to the person (the thing I never did, I think, since I use Psi) I noticed warning: "This chat is off the record (chats with TheContact will not be saved in TheContact's account or yours)". Also, https://mail.google.com/support/bin/answer.py?hl=en-GB&ctx=mail&answer=29291 tries to explain this subject, but I'd say it's rather unclear in how it works in general, do we need both to agree to save the history, or any of us can start/stop recording it and what kind of warning will be given in case XMPP-client is being used for chat.
