Is there any browser plugin to modify the layout of an external webpage? I would like to change the placing of a couple of links that I commonly use so that I can have them on the right hand side of the screen, instead of having to scroll down the page.

You can use Live Website Editor.

It works on Google Chrome. It doesn't support drag & drop yet but it can save changes (whereas Page Hacker or Live Edit can't).

It sounds like you want to modify the DOM (document object model, the skeleton of a web-page), which requires JavaScript knowledge. Currently, there are no off-the-shelf browser extensions to accomplish this.

If it's absolutely imperative to you to modify the layout, you may want to look into studying DOM manipulation with JavaScript and writing your own script for Google Chrome & Safari or Greasemonkey (if you're using Firefox).
