Is there a website where you can find foreign-language conversation partners to talk via skype?

I would like to find a website where I can go and find a French native speaker with whom I can set up a time to meet with them and e.g. via skype discuss French articles we have both read.

This could be for free or payment (paypal) and those participating do not necessarily have to be language teachers, just native speakers.

Does anyone know of a site like this?
