This feature is long gone. With YouTube new interface, there is a blog entry that shows you how to copy playlists in YouTube: http://mvcdiary.com/2013/02/14/with-youtube-new-interface-how-to-copy-youtube-playlist-from-another-user/
It uses a third party service http://youtubeplaylist.net . I find it really helps me out of managing playlists.

until a better answer, without a third party site, comes up I accept your answer – Theta30 Feb 22 '13 at 16:03
This answer is evidently obsolete as well at this point. I will leave it all intact because there is a viable duplicate at this point. – jonsca Jan 25 '15 at 2:15

You save it as a new playlist to the second account.

  1. Sign in with the account where you want to transfer the playlist;
  2. Go to the playlist that you want to transfer;
  3. From the playlist bar, click Options;
    enter image description here
  4. Click Save as new playlist;
    enter image description here
  5. Insert the (new) title of the playlist;
  6. Click Save.

Now you have the playlist from the first account saved as a playlist of the second account.

I don't see any Options -where is the playlist bar? What I see is "Play all/Share/Like" – Theta30 Feb 4 '12 at 14:32
bte I have the new Video Manager – Theta30 Feb 4 '12 at 14:45
@Theta30 At the bottom of the page. Make sure you are on the playlist's page. – Alex Feb 4 '12 at 14:50
This is great, just one thing. I have a favorite playlist of 1117 videos and want to swap it to a new account. IT ONLY LETS ME SAVE THE FIRST 79 VIDEOS ONTO THE PLAYLIST! – user23550 Aug 21 '12 at 9:46
@Theta30 - leaving a comment is good, as would down-voting if the answer is now wrong or unhelpful. – ChrisF Feb 22 '13 at 11:39
