Service Request Management application? [closed]

I was just recently put on a project at work where they are considering to use Kinetic Request from Kinetic Data to manage service requests. They need to be able to build a catalog, build service items, and then handle service request submissions for multiple customers.

To be honest, this application is just simply hideous to use. It is an extremely poor user experience and littered with bugs. It also is not flexible enough in creating custom HTML markup for the service requests and pages. Overall, it is just a very outdated, cumbersome solution.

I need to be able to offer viable alternatives to my team. Are there any applications that any one would be able to suggest as an alternative? One caveat is that we would need to be able to host the application outside of the Internet on personal Intranets. It can be a web application (in fact, preferred), but would need to be hostable offline (similar to Jira).
