Here's how it works:
  1. Anybody can ask a question
  2. Anybody can answer
  3. The best answers are voted up and rise to the top

Each Google application has a "Suggest a feature" forum.

For a list, see http://www.google.com/search?q=google+%22suggest+a+feature%22 (I won't create a list for each app, but you'll see the options there.)
