Are there any web-based chat clients (besides Meebo, that will be shut down on July 11, 2012) that support Gtalk?

Try Imo.im. It also has mobile clients.

Try install pidgin or nimbuzz on your school computer and then you can access the GTalk. But I think that your school must have blocked the ip of the gmail server so its better to get another proxy (another ip) and then access the gmail server by your browser.

The OP is asking for a web-based solution, not a desktop one. Besides, I doubt they have installation user rights, so installing an app is excluded from the start. –  Alex Jun 17 '12 at 8:18

An alternative is Trillian, which is multi-platform but includes a web client.
