The first idea was to use ifttt.com, but ifttt.com only allows notifications for new followers for your own account.

Is there another service, that would notify me (by sending an email), when the another person's twitter account gets a new follower? I could then feed this e-mail into ifttt.com and solve my problem.

What ideas do you have?

I'm pretty sure there isn't anywhere that offers this as a service (for obvious reasons). I can't think of a single usage for such a feature that would not be unethical. – Oliver G Jul 4 '12 at 14:55
How is this unethical? I will be attending a major event and I want to know what the other attendees are tweeting w/o having to follow each single one of them. All the data is freely available and I could easily do it by hand, but I thought an automatic version would be cooler. – Framester Jul 4 '12 at 15:14

Agree with mhoran_psprep on this one. If it's an event then it's highly likely people will be using a hashtag. Also, there's no guarantee that all the followers ARE actually attending, whereas people who directly tweet about it are more likely to be genuinely attending imo. – Oliver G Jul 4 '12 at 16:21
