What is the best serious, linguistic-oriented international site (i.e. not dating sites) to find tandem language partners, e.g. an English native-speaker in Berlin who would like to learn French looking for a French native-speaker who wants to learn English.

Check out Livemocha.com. The site allows you to learn online and learn from others who know more than 1 language.

I use http://lang-8.com a lot, but it is not about tandem, it is crowdsourced correction.

To find efficient language-oriented tandems, I recommend http://www.polyglot-learn-language.com
