Imagine X and Y are my friends. I hide Y (who is also friend with X) from pictures where people tag me in. if Z who is not friend of Y but is a friend of X, tags X or both X and me, can Y see the picture uploaded by a non-mutual Z? In this case, Can Y still see it even if X hide Y from tags? It is so annoying to ask others to hide someone you do not like!
