I am currently grand-fathered in to a 20GB Google Storage plan for $5 per year.

The vast majority of that space is taken up by photo's in PicasaWeb / Google+ Photos and I'm going to hit the limit very soon.

I don't particularly want to upgrade to the next tier (25GB) at a cost of $30 per year. That's quite a jump

Are there any alternatives (Flickr?) that are priced similarly and offer the same or better features?

My main concerns are software integration (equivalent of Google Picasa) and ability to share "secret" links with friends and family and/or post to social networks or make public.

Google's pricing is one of the most competitive. You will struggle to find something that offers the same features at a much lower price.

Set up a 2nd Google account, and give your main google account rights to PWA on it.
