I'm looking for an easy way to target offers at specific traffic segments on a website. I'd like to display offers to visitors (via a modal box, overlay or text somewhere on the page) if they match certain attributes such as:

  1. Traffic source
  2. Time of day
  3. Browser
  4. Location
  5. Visit count
  6. etc

Is there any web app or service out there that can do this easily/cheaply?
