I have a tumblr theme that didn't originally shows tags. I put in:

  {block:HasTags}
    {block:Tags}
      >a href="{TagURL}">{Tag}</a>
    {/block:Tags}
  {/block:HasTags}

and now it shows the tags, but it shows the tags ON TOP OF the post. Is there any way to make the tags appear UNDERNEATH each post?

This isn't going to solve your problem, but shouldn't that be <a href="blah">blah</a>? I am always having trouble with tumblr themes too. I've never had the tags showing ABOVE the posts though. I'd need to see more of your template (your theme) to be able to figure out what is going on. –  Feral Oink Dec 9 '12 at 7:22
    
We need to see the full theme. In principle, you have to insert this block in the place where you want it to appear (e. g. after the main post content, in your case). However, it *might be possible that the theme's CSS interferes here. –  unor Dec 9 '12 at 18:19
