How can I verify my Facebook account to create an APP using my credit card instead of a cell phone?

I am trying to verify my account to create a Facebook APP. The FAQs keep saying it can be by cell phone IM, or adding a credit card. My cell phone does not work here and is not associated with my account. The only choices I ever see come up are to reenter cell phone number to get text message. HOW can I verify my account using the credit card info?
