My mum is having difficulty moving to Outlook.com from Hotmail. They say she must change her password. Is it safe to do so?

Please clarify your specific problem or add additional details to highlight exactly what you need. As it's currently written, it’s hard to tell exactly what you're asking. See the How to Ask page for help clarifying this question. If this question can be reworded to fit the rules in the help center, please edit the question.
As long as she typed "www.hotmail.com" or "www.outlook.com" into the address bar of her browser then anything that comes up asking her to change her password is probably legitimate.
However, if this is a link from an e-mail then it's probably best not to click it. Go to the site directly and change the password from the "Account settings" option on the menu you get from clicking on your user name.
