Ideally, I am looking for something that will allow me to enter in preferences and requirements, platforms I use (eg do you have a smartphone, do you have an iPhone, is it on version 4.0 etc), and then process information on certain apps (webapps, browser extensions, mobile apps, desktop apps - am I missing any?) to then tell me which one suits me best and will add the most value for me?

For example, when looking for a note application, it could ask me what phone I use, what operating system I use, when/how often I am normally offline, what style of interface I prefer, etc - with any other suggestions of questions that should be asked (both general and specific to certain apps), please feel free to suggest them in the comments.

Does this exist - in a well executed webapp?

For that, you may want to consider recommendations by real people. There are many sites that do that, I use http://osx.iusethis.com/ - there is also Windows and iPhone version.

IMHO crowd sourcing beats algorithm each time ;-)
