Now that Google has decided, Latitude will be retired in the near future, I would like to take out my past check-ins & location history to another service like Foursquare or Facebook. How can I do that? An online service or a script that uses Latitude API will be very useful.

There's no Latitude API –  Sathya Jul 12 '13 at 11:02

There is a way to export your history as KML, but I don't know of any ways to import such data to Foursquare. There'd have to be some algorithms to match venues, as there is not a global venue unique ID (which would be awesome to make).
