I am not able to send messages to some people who are not in my friend list, while I am able to send messages to many others. Why is it?

I am particularly interested in sending message to a particular individual, but I am not able to. He is not in my friend list and also we do not have any friends in common. Why am I not able to send messages?

At first I thought that it must be because of some settings, but I have just checked all the settings and I am unable to find anything. What's wrong?

Maybe that person has banned you. Or maybe you have that person banned. Or maybe that person doesn't receive any messages. – slybloty Sep 20 '13 at 20:47
If the person is a minor (<18 years old), Facebook may not allow you to message them without being their friend. – Michelfrancis Bustillos Nov 13 '15 at 13:46
