I am looking for a free or low cost web-based API to do address normalization/cleansing. For example, I would like to feed the API the following:

Tom Thumb
Email: tom@example.com
Company: Tom's Bandaids
Address 1: 24 Blabla Street
Address 2:
Address 3:
City: Stamford
State: CT
Zip: 06902

and get back:

Tom Thumb
Tom's Bandaids
24 Bla bla Street
Stamford, CT 06902

Other versions might include a phone number, or possibly a zip+4 code, etc. In other words there is some variability to the input data.

An example of a commercial service that does this is Melissa Data's RightFielder API. From http://www.melissadata.com/dm/data-management-software/rightfielder.htm:
