I have a webapp that consumes maps via OpenLayers from an internal WMS/WFS (GeoServer). I would like to download a complete US map database (shape files, something) to serve to my webapp users without an internet connection. Getting maps from online sources such as OpenStreetMaps and Google Maps will not work as the webapp is on a server in a disconnected, remote location.

You can download OSM maps and use them offline. census.gov also has lots of mapping data you can download (thought I think OSM includes this anyway) –  barrycarter Feb 27 '11 at 15:17

OSM-in-a-box seems to be the best fit for what I am seeking.
