Is there a pay-as-you-go web service that provides a "Call Return Busy" service offered by some telcos? It would continuously call a busy phone number until it is free, at which point it calls your number and conferences the call.

It would be very useful, especially if it was not tied to a specific phone service, but could call/connect any number.

It's been suggested to use Skype to do this.

When you have to redial a number several times to make a connection, make the call with Skype. Skype has an automated redial feature and you can set the number of seconds (default is 120) between attempts.
