It's not a webapp, but since it's very good you might want to take a look at it. I've just started using PlantUML and it's perfect. It's not exactly like Visio, but I find it's actually better. Example:

Additional online tools with this features are Diagramly and Cacoo, both are somewhat better translated than the other online tools. | |||
