Is there a good (preferably free) web application that allows you to draw ER and class diagrams like Microsoft's Visio?

While not strictly a web app, I believe ArgoUML has a Java Web Start option.

It's not a webapp, but since it's very good you might want to take a look at it.

I've just started using PlantUML and it's perfect. It's not exactly like Visio, but I find it's actually better.

You should try http://creately.com - works well for all types of diagrams including UML and flowcharts

Additional online tools with this features are Diagramly and Cacoo, both are somewhat better translated than the other online tools.
