Is there a good (preferably free) web application that allows you to draw ER and class diagrams like Microsoft's Visio?

Additional online tools with this features are Diagramly and Cacoo, both are somewhat better translated than the other online tools.

It's not a webapp, but since it's very good you might want to take a look at it.

I've just started using PlantUML and it's perfect. It's not exactly like Visio, but I find it's actually better.

You can create ER Diagrams with SmartDraw.

LucidChart is a online Visio alternative where you can create ER diagrams, class diagrams, etc.

Recently, Lucidchart even added an import feature, which automatically generates a diagram an existing database. –  Paul Draper Jan 20 at 23:21

While not strictly a web app, I believe ArgoUML has a Java Web Start option.
