I want a web application support these functionals:

  • Online download file,but not download to local driver. This application could download file to sync,like Dropbox,ZumoDrive web services .

  • On schedule download , setting what time to download or re-catch file.

If not any web application like these,i would be build very tidy web app on Google App Engine.

Does it have to be a web application? If you can also run it on your local PC you can use iMacros for Firefox. Create a macro to download & upload the file, and trigger it via task scheduler and the command line interface of iMacros.
