Web app to manage office/conference room rental?

I'm looking for a web application to manage rental of offices and conference rooms. Some features I would like:

• Ability to manage customers
• Ability to bill customers monthly for rental
• Ability to bill for short time rentals (conference room)

What are my options?

ARCHIBUS is the enterprise-quality and a very widely used software suite that some really big players use for space management. They have a web-based version of their tool here http://www.archibus.com/index.cfm/pages.content/template_id/813/section/Web%20Central/path/1.3.28.32/menuid/32

My only caveat is that everyone I know who uses ARCHIBUS uses the non-web version, so this might not be entirely what you need, but it's certainly worth a look.
