Forget everyone's answer so far. Here are the facts. Ebay Deals are not going away whether you close your account, click any setting in Ebay or blow up your computer. The only way to get rid of Ebay Deals is to trash your email address and never again give Ebay your new address.
Sending unsolicited email is still against the law. However most people opt to use their block sender list to cut down on spam. Ebay is involved in aggravated violation of this law and here's why.
If you use Windows Mail you will quickly come to realize that when you subscribe to Ebay in any form you allow Ebay to install software on your computer which defeats the Windows Mail block sender function. This is why if you add Ebay Deals to your block senders list it has no effect.
Now, if you go to the bottom of an Ebay Deals ad, you will find in tiny print an option to unsubscribe. If you go through the motions of unsubscribing, you will realize that this does not work either. I have been trying to get rid of Ebay Deals for 7 months.
The bottom line is that Ebay, like a growing number of internet giants, has made up it's mind that it is going to live above the law. It is even immune to class action litigation through the blessings of Antonin Scalia and his Supreme Court decision ATT Mobility vs Concepcion. From the Ebay user's agreement document:

YOU AND EBAY AGREE THAT EACH OF US MAY BRING CLAIMS AGAINST THE OTHER ONLY ON AN INDIVIDUAL BASIS AND NOT AS A PLAINTIFF OR CLASS MEMBER IN ANY PURPORTED CLASS OR REPRESENTATIVE ACTION OR PROCEEDING.
