An easy way that I use with Google Drive: Make one new document (text formatted file) only once. Whenever you want to save a link copy it and paste it in the respective document. Your file is on Drive and also all the links.
You can save links with the free Chrome extension Save to Google Drive. You can find it at the Chrome Web Store. If you installed the extension it will look like that:
It is not possible to have a "folder of links" in Drive. What you can do is create a document and put the links in there. This document can be easily shared with others.
