You might try something like MailChimp or MadMimi In both cases they are for email campaigns, however they have WYSIWYG (What you see is what you get) tools that make it fairly easy for users to create mailers. You could then Save out or take a screen capture of the resulting mailer. I believe they may have export options as well.
