It appears Google have made this very difficult, I guess to stop the accidental creation of various versions of documents.
If the file is a Google format, you can open it and select File → Make a copy to duplicate it.
If it isn't, the only work around I've seen within the web interface is this cumbersome solution. (Only for files smaller than 25Mb.)

I have a free SVN account on a site called Unfuddle. Works great with both Eclipse and Visual Studio. They also provide GIT and Trac support. While their free plan is good enough for me, most of their plans look quite affordable if you have a team.

I use FlashGot + DownThemAll! add-ons on Firefox to download videos. Just tested now to see that it is working.

It is not possible, you are changing the file, the link has to change.
WordPress creates link based on the date of upload of the file.
What you can do is: use a url-shortner service such as tiny.cc, create a link to redirect to your myfile.pdf and then each time you update your file, you can have the very same tiny.cc link to redirect to your new file.

Of course it's safe, they just crawl your site, collect links and locate the files on their own. Afterall, everyone who will download through that link will somehow bring free traffic to your site. If I did not reply in full, you can read more on their help pages.

Your could share the SVN folder from the dedicated drobox account with both of your personal dropbox accounts. This way both of you could log in with your respective accounts and sync your personal data and SVN data by using the same dropbox instance.
