You can set up a filter so that no message is sent to the spam folder:
Settings → Filters → Create a new filter
From: *
Create filter with this search
check Never send it to Spam
From there, you can set up your email forwarding.

In the latest GMail, you can do this via the "More" menu, if you have the conversation selected:
Click More, then click Forward All. This results in a new email sent to whomever you choose with all the emails in the conversation / thread in a single email that looks like this:

You are looking for resending rather than autoforwarding. Gmail only offers autoforwarding. However, some downloadable email clients offer a resend feature. You can download your Gmail messages to any email client of your choice using POP or IMAP.

That's because you are not using IE. What you are seeing is a non-IE (watered down) version of the app. Therefore, first and foremost, you need to access OWA from Internet Explorer, otherwise you will not see the Rules section. I have a similar setup and never had problems marking messages as spam.
I am sure mark as spam doesn't work that way.
Google can keep a track that you have enabled auto forwarding, and any emails that you mark as spam will be registered against the original sender and not your email ID.

The only solution that I could find was to access my GMail account with a 3rd party service like Mail2Web (not free) via IMAP and look for mails in the [Gmail]/Important IMAP folder.

When you add POP3 Accounts in gmail it checks them periodically. If I am receiving mail frequently (based on the last checks gmail made) it might check every 20 minutes otherwise it might check once an hour.

Nope, your account may have been hacked into and that innocent-looking address was used to get a copy of all your emails. Yes, this can be achieved very easily. You simply switch the MX records of the users you wish to move across to Google Apps and leave the others as they are.

The send mail as setting is used to send new mail, respond to email, or forward a message to one or more people. It looks like you are sending email from that other address.
The Forwarding in Forwarding and POP/IMAP sends all your incoming email to another address. You use this if you want to send all your email to a new address.

In Yahoo mail, go to Options -> More options -> POP & Forwarding. Then click on Forward your Yahoo!Xtra Mail and enter your new Gmail address to forward them to. Just click Save Changes at the top and you'll be good to go! Yahoo's help page on it might also be useful
