I assume it is the same as a Person's page, you can follow 5000 entities. The equivalent in circles I am not sure, but as long as you put 5000 users within your circles, that is the limit. It is proper to do nothing and let them circle you. Think of it like Twitter when a brand follows you; it's not a problem. I would not block them as standard practice (only block and/or report when appropriate).

There could be a couple of reasons why the name you want is not available. Maybe it's too common. Maybe it's the same name as someone famous. You can us CircleCount to track followers. There used to be another one called socialstatistics.com but they appear to be gone now.

A simple workaround i did, was go to Profile -> Click on Name and edit with the first and last name (first+last) combining to make the URL you need and leave out a few characters from the last name. Once completed, try the Get URL and it will populate with the first+last and you can give the remaining characters to fulfil the need of additional characters, ...

Open up the main menu and choose "Pages" Select the page you want to manage (Alternatively, just pull down the account menu and select your page.) If you look in the upper right of the page you should see your page name and logo. Anything you do here you'll do as your page (just as you would from your normal G+ profile).

Currently there is not. Google tries to do every feature it rolls out the right way from the start so all new features, especially those giving 3th party developers access to Google+ content, roll out relatively slow.

I am sorry to say so but there is absolutely no way you can do that. One Workaround would be using ifttt.com which you can set to send you a SMS/E-mail alert whenever there is a new status, new link or new photo on your page.
