This might be a little too philosophical, but there's no way to ensure someone has actually read your email. Even the received/read notifications do not ensure this. Why? When you add POP3 Accounts in gmail it checks them periodically. If I am receiving mail frequently (based on the last checks gmail made) it might check every 20 minutes otherwise it might check once an hour.

There are two ways to get to the rules page:
On the left pane, where it says, Inbox, Folders, Quick Views, and Messenger, if you hover your cursor over Folders, a cog will appear in the highlighted area. Click the cog and go to Manage Rules.
