There's no way that you can have multiple domains running on the same host if the hosting company doesn't support adding extra domains to the host. You can install two instances of a CMS in different subfolders, and then setup an addon domain with your hosting provider. That's how I host two blogs, two instances of wordpress on the same hosting account, but access them from two different top-level domains. In short it's commonly the hosting provider that provides such a feature, not the CMS.

For an open source web app, I would suggest Trac. It even has a GIT Plugin. If you don't really care if it is open source and that somebody else is hosting it, I would highly suggest Github.

A project management app you mean? If you want to host your own app, I think Teambox is worth a look. It's a project management app written in Rails. It supports tasks, milestones, discussion threads and time tracking among other things. It has email notifications too.

You have the famous SourceForge as already stated by Mike. You also have Codeplex, hosted by Microsoft (no restrictions on languages or tools though). I am not sure if it is going to be easy to find an exact clone, but you have some good other open source bug tracking solutions: Trac , Mantis, Redmine, etc. (there are installers to make the deployment easy at BitNami site.)
