Please try Google Voice now that it's public www.google.com/voice. You are likely to find your desired 603 area code when you search for a Google provided number. It's free and worth a shot.

It's been suggested to use Skype to do this. When you have to redial a number several times to make a connection, make the call with Skype. Skype has an automated redial feature and you can set the number of seconds (default is 120) between attempts.
