You could use the Google Command Line tool.

You can download public web albums but there are a couple of caveats:
Although the album is public the owner of the album has to manually allow downloads of the album.

Its too bad that Google now requires forwarding addresses to be verified, but it was likely a huge security issue when they previously didn't.
The same question has been asked on the 'official' Picasa Web Album forum.
Looks like the best answer is to use an intermediary email forwarding service that doesn't require verification, such as Gawab

Pictures smaller than 2048 x 2048 pixels are ignored and they don't count as used space, only bigger pictures. So you might worry to clear only those pictures that are bigger than that.

Within Gmail its going to be impossible since as you said, you do not get to see the text of the email inside of the Picasaweb dropbox, so you can't ever "verify" the forwarding address.

I have found a way around this if you have an apps account. I use Google Apps accounts for different non-profits.
You can create a Group (photos@domain.com) and forward to the Picasa address that is much longer. Make sure to allow posting from the internet when you setup the group. You can use the group address just like an email address.

You can also try Showzey.
You can index all the photos you have in your gmail account (at first, it won't copy your photos). You can then copy the photos to picasa (or to another service).
I didn't try to batch copy all the pics though.
