Since July 10th, Google is claiming that there will be an "Import from Drive" option in Google Photos.

I don't see it. Is it available yet?

The release log from "Backup & Sync" mentions July 17th as the date of the latest release, while in fact, it is already updated to this version number.

Does that mean that the new features will only be available on that date?

When you see something like this said by Google you should understand it like this:
on July 10th or in few days after July 10th Google shall start releasing given feature for G Suit users first and continue later with the rollout for end users. This can take days or even several weeks until this change will hit the regular/casual end user. For example, the Scheduling feature for Gmail was announced to be released starting on April 1, 2019 for G Suite domains, and starting on April 15, 2019 basic Gmail accounts. On the 16th of April, there were already first reports of it from regular users - (link).

Notes for this particular rollout for Google Photos & Google Drive are as follows:

  • Rapid Release domains: Gradual rollout (up to 15 days for feature visibility) starting on July 10, 2019
  • Scheduled Release domains: Gradual rollout (up to 15 days for feature visibility) starting on July 10, 2019
