I'm planning out a Kickstarter campaign and I'm making a sample tier list in google sheets to see if I can get the funding needed with minimal backing. I've randomly added in numbers to the estimated backer amount manually but I'd like to randomly draw the numbers from the sum of the total number of backers. My question:

How can I distribute the total sum of a number between a block of cells in Google Sheets? Bonus, can you limit the max number for specific cells?

For example: I have 250 backers that made pledges between 7 tiers with 3 tiers that are limited. One tier has a max limit of 50 backers, another has a max limit of 25 backers and the other has a max limit of 5 backers.

250 is the sum randomly distributed between 7 cells with 3 cells having a max limits.
