I have uploaded a file in Google Drive which I would like to open in Google Docs.
Using the web interface of Google Drive, I right clicked on the file and then selected "Open With".
But there is no option to open it with Google Docs.

It looks like your file isn't recognized as .DOCX file. Try download it and upload it again.
The following image shows a Google Drive thumbnail for a blank .DOCX file:
Please note that the icon shows a W.
NOTES:
Some apps that says that they create or export files to DOCX format rely on MS Word capabilities to fix malformed files and files having the wrong extension.
If downloading and uploading again doesn't fix the problem use MS Word to open the file then save it with another name and using the DOCX format.
