I administer a Google Workspace. We have run into an issue where one user, and only one user, in our organization is running into issues with privileges when he tries to move files from one shared Google Drive to another.

According to this article, content editors can move files between drives if the Drive and Doc migration settings are configured appropriately. For our organization, they are set up to allow content editors to move files between shared drives:

Note that the settings are applied at the organization level, so they should apply to everyone in the domain. But one user in particular is denied the ability to transfer files between shared drives unless I make him a Manager of the drives.

Is there any possibility that there is something about the way this user was created that places him outside of our organization? This issue has been ongoing for over a year now, and it is very difficult to work around.
