Can a Google Spreadsheet handle at least 9,523,125 rows?

The answer to your question is: no.

Recently Google introduced the new Google Sheets and currently it is capable of handling 2000000 (2 million) cells.

Your data file contains roughly 70 times more cells than the maximum the Google Sheet can handle.
