One of the fastest methods I found was using the Google Contacts app:
Make sure you have 2 Google accounts added to your phone.
Go to the source account and choose 'Select All' from the drop down on the right.
Then from the same drop down select 'Move to another account' and select your target account.

There is no creation-date in the output, and the updated time displayed is completely false.
Though, the output can be useful (for other purpose than finding the creation date).
By default there is only 25 first results, so you can run this many times and increase start-index to have them all :
On Android (as of Oct 2019):
Open the Phone app
Search for a listing you want to add
Results include both your contacts and Google Search listings
Touch the icon to the left of the listing you want to add
The listing will open and display Add to contacts button
Touch Add to contacts and then add it as a New contact
Edit as desired, and Save the new contact.
Deleting a contact in the user own "Other Contacts" list is not an "admin task". The "legacy" (pre 2019 or so) web interface for Google Contacts had a way to select (and de-select) the "My Contacts" label. This gave the user some measure of manual control when contacts are miscategorized. The current (2020) interface does not have that "My Contacts" label visible as a selection choice in any interface that I am currently aware of.
