AND does not work with array formulas; you have to use * instead. (Likewise, OR does not work with array formulas, and you must use + instead.) You also have redundancies in the formula. It is always difficult to try to write a formula without access to the spreadsheet, layout, data types, etc. And, of course, there's no way to test a formula in the dark ...

I created test data of 60,000 text records in Column A of a Google spreadsheet. Then I applied the preferred answer from Split 1 column into multiple columns with up to 500 cells each.
