It is very annoying to see the login popup. They could have used the same model as Stack Exchange when registration is only used to make you vote and ask questions.

Quora seems to create a random ID for the header each page refresh. Mine currently is ###__w2_aBrjao6_header. The consistent parts are __w2_ and _header, but __w2_ is used in other elements, sadly.

No you can not change your profile url - The only way to do that is to change your name (which has to be your legit name).
The only reason you see that number after your name on the URL is because someone else may have the same name or that's just the way Quora creates there URLs.

Just had this exact problem. Solved it by manually deleting the Quora cookies. I have cookies from sites that I do like so I didn't want to delete all my cookies. Just Quora's. These steps are specific to the Chrome browser.
In Chrome's URL text box type:
