When you hit the share button on a song, the screen features a check box that lets you create a link to the a specific time:
It's worth noting that at this stage, you can click the orange timeline above to navigate the song and find the time you're trying to link.
SoundCloud doesn't have any option to disable continuous play. Therefore you need to install a browser extension.
No there is no better solution currently than using a plugin or manually clicking the disable comments button.

Yahoo Pipes blocks code, and (sadly) so does IFTT.
But, Yahoo Pipes doesn't block Wordpress Oembed code; so, it's possible to use IFTT to turn the RSS into blog posts, and then subscribe to that RSS in Flipboard, and it has the playable Soundcloud embeds.

You can try one of them and combine 2 or more steps to create your rss feed from your updates.

As far as an RSS feed in Pocket Casts, it definitely is possible according to this guy's website. It looks like he took an RSS feed URL from his user profile.
