On the web application, e.g on Chromium, you can click on the three dots and then on Disable video receiving. Then you can enable it again, and the menu looks like this:
The desktop application does not have such a feature as of this writing.
Just had this issue too, it's linked with "account=your_account_id" parameter if deployed via MSI. You'll need to uninstall the MSI and redeploy without this parameter and working.

As per the Zoom help center, only the host is able to send a message to all participants in the waiting room. It is not possible for individual participants in the waiting room to send a message to the host.
